Once they've unloaded the ship there's little reason to keep it, but the crew on the other hand.....
Even if the UN believe Cuba were sending the weapons to be serviced, that doesn't excuse the crew illegally hiding them from the manifest etc. That'll almost certainly be detained for quite a while while that is investigated.

Thew majority of the crew may know nothing about it. Though the Captain and the first officer probably would have known.

True it will also apply more pressure to the family of the crew to pressure the Cuban government to come clean.
