He’s also expecting that people with dark motives for using the internet will be using Google to look for images and won’t have some kind of encrypted proxy in place. I expect he’s not considering the possibility that content will be handed around on USB drives and other media. Personally, I am more in favour of legislation for this - simply because if we are to have internet censorship, then it has to come from a legal framework, not from nebulous corporate moralising steered by a politician. It would also mean that we would actually know what is meant to be censored out, and what the intent is. Today, people have been posting on Twitter screen grabs of splash screens thrown up at them from various networks (ie libraries, coffee shops) telling them that they have been denied access to stories in the Guardian on this subject. Yes. It's especially sad given the evidence of it is right in front of his face. CEOP recently reported that 90% of the illegal material they have recovered from offender's computers was sourced from peer to peer networks and usenet, not via web pages. Usenet is rather hard to block if the user is even vaguely savvy. Peer to peer traffic is bordering on impossible if the person using it is at all motivated to make it work. And the majority of whom will only ever see it once anyway. The other issue of course is what the definition of 'pornography' is. If someone gets aroused by it (and let's be honest someone would..) is a greek statue in the British Museum pornography? There's an old saying 'what I get turned up by is art, what you get turned on by is erotica, what he gets turned on by is pornography'. How far are we going to go? Playboy? Page 3? How long before someone making something it is perfectly legal to sell gets their website blocked by the Great Cameron Firewall because it's a bit rude then sues the government for restraint of trade? Indeed. The problem with prohibitions is they hardly ever stop the criminal, they mostly only stop the honest man doing something he might otherwise have legally enjoyed. This was true of alcohol prohibition in the states, it's true of the change in gun laws post Dunblane in the UK. it will be true of this. The things it's telling people it will stop are already illegal anyway, and those wishing to do those things will not be further intimidated or discouraged from doing so and will be frankly only mildly inconvenienced by it. But it will cost the rest of us to get it set up and it will inconvenience us every time there's a false positive. Amazon.co.uk sells porn for pity's sake, are they doing to block that? Selling off the post office and attempting to put a dam on the internet. Even Thatcher at her worst wasn't this crazy, and she was never this stupid.

I'm going out on a limb here, but can we assume that if you choose to disable the filter and say 'Yes please, I'd like some porn on my computer', you'll be flagged and put on a list?

The National Gallery is a massive collection of erotica from the past. Don't think that for one moment an artist was commissioned to paint a classical scene with a few nude ladies in it because it was "artistic".
Don't forget - the current government cut CEOP's funding.

Someone should remind them that they cut CEOP's budget last year.
Educating parents doesn't seem to be on the agenda at all either
