Will affect the local Spanish as a lot of them work in Gib so will be unable to get to work

Then maybe they'll start impressing on their government the idea of acting less like a toddler having a tantrum.

But they do not care about that. It is probably to make life difficult for the locals, and more for domestic opinion. Don't forget that Argentina invaded the Falklands as a distraction to the problems at home. Spain could be doing the same.
