I expect there are certain ministers that will be putting their fingers in their ears and going "nyahh nyahh" when things like this are pointed out to them, and they will press on regardless. Unless your choice is logged and you are put on a watch list if you make the "wrong" decision.

You have a legal right to request any/all information that is stored regarding you (DPA and FoIA). If they've put you on some sort of watch list because of it, you have a right to ask if you have and a further legal right to request to be removed if the inclusion is unjustified (the simple act of opting out of a firewall definitely does not mark you as a potential offender). There are plenty of people who will do all this and publicise it simply to prove a point (the No2ID mob for a start). This will cause all sort of costs and hassles within UKGov, which is another good reason not to do it in the first place.
