Is it? I'm not sure how hammering the council budget with compensation claims is going to help. It's just going to mean less funds for child protection in the future. What they should do is sue the people in charge at the time, individually, for contributory negligence. If public sector executives were directly and personally held accountable for their decisions rather than buggering off with a golden handshake and leaving their successors to carry the can, there might be a bit less of this going on.

I'm hoping that a win would force councils to take more responsibility as the acting authority, though that's partly because councils on the mainland have a lot more sway than here...

Not really - it will push up insurance premiums for them a few quid which will mean less to spend on services

The problem is that they would either be protected by the union who would make the council responsible. It is the same with ministers. They can be completely malicious with their policies and still hide behind the post. In which the government would have to accept responsibility. The only way to get things to change is to bleed them financially either at a local or national level. It is not as if the local councillors could do anything either. all they have the power to do is to bring it to the Cheif execs notice. If they do not want to deal with it then you are stuffed. The amount of money pissed up the wall and corrupt deals that go on, I'd say make a few examples and they'd weigh in out of anger at the very least. Huntley had quite the impact on services over here, so I can only imagine what the mainland would do if the executives and reps found their names in the mainstream press.

Actually naming them might be more effective. Though ultimately they really should be banned for life from working in the public sector.
As for the cost to the rates payer they generally have public liability insurance cover up to £6 million and anything over that would hit either the local government or national government budget.

the boys covering the boys. it means they didn’t have time to cover it up. the BBC, children’s homes, secure hospitals and other public organisations have been trying a cover up to protect their own backsides heaven forbid that any of the senior management and others at the time have to face any kind of justice ...

The councillor should step down permanently so that it can be dealt with. If cleared then maybe he could stand for re-selection in the post.
It also looks like the police could be liable for not intervening in 2000.

They probably are, but the council and the police knew about it and did nothing. By now the assets of the abusers have probably been sold off or given away.
