Surely the manufacturer should bear some liability. The phrase not fit for purpose springs to mind

Of the car, no.

Of the building, yes. It's negligence to build a giant focussing mirror into a building, even with British summers. If a child/dog was in the car I'd hate to think of the temperatures it would get to in the car at any time of year

If there's any wood in the building by the parking spaces there could easily have been a fire.

I'd like to say that it's been chaos in my office yesterday as owners from other high rise in London were calling in to know if their buildings would have the same problems.

Not a good day to be a Building consultant. (or Architect Viñoly)

What they should do is put covered parking bays with solar panels on them. If they focus the sun the panels could generate a fair amount of energy. ;)

They should have built it with the concave wall on the North side, then it wouldn't have been a problem.
