Right next to DFS? NOt so great for families of criminals who do not have a car.

Yes but the contact with family can also be a motivation to go straight on release. Also what is the risk to the public from a prison break? Most escapees will want to get as far away from the prison to avoid getting captured. The police might bring tracking dogs to the prison and if they are only 200 yards from the prison they will get caught much more quickly. Most prisons are pretty secure.
