Last ear, I was pondering a business venture (didn’t pan out for a humber of reasons - and the end of the year made me glad that I hadn’t seen it through), and one thing I was thinking of was to have any people I interviewed for a job take a small numeracy and literacy test. Basically wanting to see if they can add up, handle cash, spell, punctuate and generally communicate well. A small business needs people who can communicate effectively. So, yes, I may well have taken fewer paper qualifications if someone could write a letter.

If the exams and the teaching does not impart the kids with some sort of writing ability what are they doing?

There is a big difference between being able to write and writing business letters.
