Most airports have a line about a metre away from the baggage reclaim, with a sign saying 'no children beyond this point'.

Unfortunately 99.9% of parents ignore it.

Why name Easy Jet? They had nothing to do with the accident... :?

Mother is to blame, unfortunately, what was she thinking? :(

Did anyone do anything? Did anyone press an emergency STOP button or similar?

Clearly the mother was silly in that she placed the baby carrier on a conveyor belt, but she may have rapidly assessed the situation as "nothing dangerous here" (eg no sharp objects) and probably didn't realise it would start moving. She's already suffered from the loss of the child and charging her with manslaughter won't bring the child back, nor will it benefit the remaining kid who will have lost their mother as well.

It's amazing what some mothers do - at the doc's today a baby was just abandoned in his buggy at the bottom of the stairs, presumably while his parent or guardian was upstairs. This is a spot where anyone can just walk in and it has multiple exit points.
