They need to treat standby time as flying time. So if there were a limit on the time flying then airlines would plan their crew rosters a little better.

They do need to ban zero hour contacts for pilots. It encourages then to fly even when they're not feeling up to it.

Maybe, but passenger and crew safety should be utmost for any airline or operator.
