It would never close.
They want to sell it for money, not suffer the costs of shutting it down.
They probably just mentioned the posibility to get the governments attention (and maybe to get them to part with a bit more cash for it.)

Yes but the thing about fire sales is to never get bounced into paying more than you have to, especially if public money was involved.
