MBP Track Pad Setup

I'm looking for a bit of help here folks.
I've sold my old MacBook Pro and I'm just going through the setup for the new user (I know them and they have asked me to create an account for them).
I'm trying to set the trackpad up so that when I double-tap a window header, I can move the window around.

This works perfectly fine on the MBP I have, but it's not working on the old one with a fresh 10.9 install (mine is also running 10.9).

I have mirrored all the trackpad settings from mine to the old one and still can't get what I want.
When I was using the old laptop it did this just fine.
I simply can't figure out why this isn't working for me now.

RESOLVED

In Accessibility > Mouse & Trackpad > Trackpad Options > Enable Dragging : Without Draglock does what I wanted.
