Pretty much, yes. Some shyster with access to some tents sets up a “Winter Wonderland” in a field somewhere, watches up a website with lots of jolly Xmas cheer, and rakes in the cash. People turn up to see a few poorly conditioned reindeer, so hungry dogs and a lot of mud. There’s a fuss on the news, it closes down and the things vanish into the mists from whence they came. The whole sorry spectacle is repeated the following year by another “entrepreneur” who has clearly not been paying attention, or who has plans that far exceeds his abilities to fulfil them. The public will, eventually, get wise to this and they’ll go away. Probably to be replaced by variations of “Magical Easter Bunny Land”.

I'm suggesting that you can't get much further south than Cornwall, which is where I'm thinking this other place was.
