This is not about innovation. This is to stop innovation. Great for the companies that are big enough to pay the tolls but fatal to a new business with an idea that throws the current business model out. For ISP's it will allow them to avoid investing in infrastructure, so boosting their profit and then charge extra for something that you have already paid for.
