There is a simple solution. Ban tribal courts and execute every member who carries out any judgment or enforces a punishment.

How about an eye for an eye? In this case the victim could be allowed to rape the tribal elders with a broom handle. See how they like it. I'm sure it would put off othe tribal groups from using rape as a punishment again.

I really struggle to understand the mindset of people who even consider giving that as a punishment.

India is a really weird place, and don't think it's just the tribes. In the few months I was there I was taken to see the "god of beaten women" temple :S. I also got set upon when walking 50m down the road in Puna with a male friend by kids, that was rather scary. I'm really not in a rush to head back there.

I've been. It's better if you go with people who know the area. As much as they have a space program and weapons, they're still a third world country. I suspect they still have a patriarchal hierarchy over there with women being repressed. I remember a BBC article about high rates of female infanticide.
