I suspect most people BBQ outdoors which is vastly different to the smoke of one or more cigarettes in a confined space like a car. Carcinogen risk is still there from charred foods more than the smoke but I can't see BBQ laws coming in without a fight.

Isn't there a law about driving while being impaired? I thought that was what was used to fine people using telephones at the wheel.
If not for health reasons, driving with a burning cigarette in your hand, risking to drop it or hot ashes on your lap while driving is plain dangerous.

It's the observers (police officers) discretion, there's no law against smoking, tuning the radio, opening a packet of sandwiches etc at the wheel as long as you are in full control of your vehicle.
