Yes but it is an addiction. While it is not right to poison the foetus this way it is not necessarily all her fault.

As TheFrenchun points out, it does open up a huge can of worms if she is convicted. It would almost certainly require a rewrite of abortion legislation in order to maintain the status quo, and you can rest assured that no political party is going to want to touch that one with a barge pole.

The number of women that would willingly hurt the foetus despite having been told the facts can't be that high. For the others, education is better than criminalising. Spend money on decent ante-natal support may help a lot more.
