From someone who is clearly themselves innumerate, yes.

He wanted all schools to achieve above the average and thought that this was physically possible

Well you’d certainly want to remove the low achievers from any kind of tally system where a school’s abilities are measured in purely academic terms. So at the very least, train them to sort screws and bolts and put them to work in a factory somewhere. :shock: :twisted:
