What a massive overreaction to such banal capabilites. Geolocating IP addresses in a city (also known as a location). And fiddling online polls so that the Pie option says "We <3 NSA". It's not downright evil, it's just boring.

These are normal capabilities that most hackers could manage, it also falls under black hat SEO.

Plus, in this case, it is against specific targets. This what spy agencies should be doing. It is the general data collection of everybody that is wrong.

Spy agencies doing spy work and looking at specific targets is one thing, spy agencies going beyond their remit and spying on the whole population, 'just in case,' is wrong.

That said, things like manipulating online polls is wrong. But that is something that they have done over the years with real polls as well.

Who in the wider public gets the contents of ther thoughts via twitter or Google+? And who puts stuff they want to keep secret there?
If GCHQ is rifling through your thoughts this way, you are stupid and nothing of interest could possibly be found there.
