All your spying did fcuk all too - you didn't even know who had been traveling to war zones on commercial flights or coming back, and you apparently still don't. Even when you've had intel in the past suspects have carried out attacks and/or escaped. Maybe, just maybe, if you devoted your resources to those likely to commit a crime you'd be more efficient.
