The game release is only for Next Gen consoles (and PC). You can transfer your game process from your Xbox 360 or PS3 games but you can't upgrade.
Other big games on the PS4 had upgrade offers from their PS3 versions - they were there in the PlayStation store. If you had the PS3 version, you were entitled to the upgrade. Minecraft - free for the PS4 (and Vita) if you have the PS3 version. So it’s not without precedent. I’ll be buying this version, but from one of my usual outlets (CEX or the used game shelf in Game). I’m not chucking another £50+ after this.

I don't think this has an upgrade price. Not yet at least.
You can transfer your progress from old versions though.
You'd only be able to upgrade if you bought the PS3 version digitally anyway. if you had it on disk how would they know?
There was a trick at one point though which I did with Assasin's Creed 4 (I think - the pirate one). The PS3 digital version was on 24 hour sale and the PS4 digital version was a £10 upgrade from the PS3 one- I ended up getting the PS4 version for £30, whereas the 'full' price was nearer £60.
