Latest beta of Yosemite has the first beta of the new Photos app - destined to replace both iPhoto and Aperture - as part of it. There are a few 'first looks' popping up on the internet
Still very buggy. It crashed several times for me when I was trying to import photos and one of the faces I added has now vanished but I can't add it again.
Also, you can't import from an iPhoto library. I had to use Automator to get the photos out and then import them from a folder.

Bare in mind, this is a beta version you're talking about.
Something else which is beta but open to everyone. iCloud Photo Library only allows uploads from an iOS device over wifi.
Given that my home internet is about 1/10th the speed of the 4G I get from home and my mobile data is uncapped I'd like an option to allow mobile uploads
