Whether it's proportional or not, you're chuffing stupid to do something like that without having checked out how hot the water you could get landed in by doing so was.

That's no indicator that they aren't stupid.

+2 Their country, their rules. I've never been anywhere that felt as safe as Singapore. Strong punishments that work as deterrents are one reason for that.

If one is diving so close to the limits that +/- 1% will make a difference then the error has already been made.

Well. obviously not no. But you'd be a fool to do anything criminal without having some idea of what the possible consequences might be if you DID get caught. All pre-meditated crime surely involves a benefit vs risk calculation.

Seems to have also been the German TV news opinion last night.

Such as plane spotting in the middle east. Didn't some blokes get arrested for that this week?

Yep, I heard something about it on the radio. As that point they'd been in jail for 10 days or so. Apparently they'd checked and knew that taking photos was against the law locally but the state's (UAE, I think) police pulled them just for writing the plane details down. It's fair to say that you can check if something is legal and the local plod can still not follow the same rules but that's not the case in the story in the OP. There's no 'Oh, I thought it was OK' argument there, simply that the punishment to us looks disproportionately severe.
