Someone thought that was worth leaking? If I had to bet, the Tories 'leaked' it actively believing in it after drinking too much UKIP KoolAid. It's next to worthless.

Apparently they ditched that by law at London bus stops. It's now officially a free for all at bus stops.
Sounds racist (but is true), but the reason was that the influx of foreigners who weren't used to queueing made it impossible to enforce.
