It is only for interstitial (overlay) ads for downloading an app for the website.

It is purely about revenue. If you visit a website with your iPhone, Google will earn on the adverts. If you download the App, Apple will get the revenue.

You will note.that all other interstitial adverts (I.e. the ones from Google) aren't affected by this.
