Software for creating/editing maps?!

I have a map of our site (holiday resort) that is currently an single image, embedded in a word doc. Obviously, this is ridiculous, but this kind of thing is the norm here. Could anyone tell me what software they would use (PC or Mac) to either create a map from scratch, or break down the component parts of my image and fiddle with it. Going a little mental. Thanks.

The GIMP is good and free, visio might also do what you want

I'd download a full 3D point cloud survey at great expense to my company then model it using Revit - but that's a bit OTT. Why don't you just embed a link to google or street map perhaps?

That does sound awfully expensive and probably very nice looking 8-)

There isn't enough resolution where we are, for aerial imagery of any kind to be useful. Sas, I downloaded GIMP and was impressed. However, I'm not skilled enough to do what I'd like to do. Perhaps if I post a link to the map, people would get a better idea?
