They don't need Obama or a White House official to sanction intercepting someone's communication. In the event of a criminal investigation what I believe is called 'Schedule 3' warrant from any federal judge will do and in the event of an Intelligence investigation (so NSA, basically) something called an FISA request is enough, which can be actioned by anyone high enough up in the NSA. So it's perfectly possible the US government was reading Trump's email without Obama having anything to do with it, or in fact even knowing it was happening. Given how many dealings that are publicly known about where Trump has been dealing with Russian businesses or money, it would actually surprise me a little if the NSA weren't listening in on his calls.
If Trump actually does think the previous president personally ordered him put under surveillance during the campaign, then he's paranoid to a level which is genuinely clinically worrying. It actually says something that I'm rather hoping he isn't, and this is just a blundering attempt to shift the news agenda on from one of his senior officials having been found to have perjured himself in a pubic hearing.

At the hearing this week, the committee looking into the whole affair (spying on US citizens) and deciding if Section 702 should be renewed, rebuked the NSA, because they have been waiting for the NSA to tell them how many US citizens had been spied upon. In fact, they rebuked them further, because the NSA had not even acknowledged the letter from November 2016, asking them how much longer they were expected to wait for the results.

They put themselves, both UK and US, in this position by using GCHQ as a paid contractor whether the allegation is true or not! The finances of the security forces should never depend on another country, never mind the legality and security issues. This is what the 'special relationship' boils down to. Intelligence. Or usually, the lack of it, common sense, and basic fcuking decency. As a joint enterprise these days, there would be something wrong in their terms if they hadn't surveilled Trump.
