He's a billionaire and has typical European-style laws protecting him ie. laws that prevent the President/PM from being the subject of certain types of criminal investigation whilst they hold power. He's a national embarrassment for Italy, but he's about the only 'leader' they have at the moment. He's ever so slightly less useless than Prodi was.
