Peter there are numerous sites that provide accessible templates for free. Your mate obviously hasn't got or is not prepared to spend money so if you based his site on one of the good quality templates all you would have to do is load content, it would solve all the problems highlighted above. http://www.oswd.org/Just a thought.

I cant comment on code and such, I'm not a dev. But My eyes are certainly telling me the whole colour scheme and layout are horrible. Sorry.
