There are glaringly obvious problems with that. Male and female children aren't much different prior to puberty. If you start hormone treatment before the changes take place, then "he" could become a convincing woman, rather than a man in a skirt with no penis.
The option of "delayed puberty" used elsewhere sounds like a better compromise for some patients, but there's no medical insight offered by this article so it's difficult to judge. All the article says is that the school handled it badly, although I can't imagine any really good ways to handle such a thing. Even if he really looks like a girl and moved school, everyone would soon find out s/he was a trap.
