What PC software for organising/printing photos?

My sister has just got a new PC laptop, running Vista Home Premium. She wants me to put all her digital photos on there and organise them into groups, depending on subject or event.
Now, I use iPhoto on Mac OS X, so I have no idea if something similar exists on the Windows side. It needs to be very simple to use - I can't emphasise the words "very simple" strongly enough, bearing in mind she never even used a computer until a few months ago, it needs to be idiot-proof, bless her!!
It also needs to be capable of organising photos into "albums", in a similar way to iPhoto. Basic image editing would be an advantage too (red-eye removal, levels, colour balancing, cropping, etc). She'd be mainly printing off 6x4" prints to her HP printer at home.
My first thought was Photoshop Elements 8, but having had a look at the interface, I think she'd find it too confusing and be overwhelmed by it all. What I'd like is a Windows version of iPhoto, but of course that's not possible!
So, any ideas, gratefully received. Just to remind you, this is for Windows Vista (Home Premium).

Windows Photo Gallery? Never used it, but seems it offers most of what you want, assuming you don't mind using Tags to create albums.

Google's Picassa does most of that if I remember right (not into my photos  ), and it's free, but I'm sure somebody else will have a better suggestion

Picassa was the other option I meant to include, but again I hear that that's got a fair number of features, which may mean increased complexity/UI clutter.

Yeah, Picasa was recommended on another forum, so I'll download that to see if it fits the bill. Thanks, keep em coming! I'll put together a short list of 3 or 4 to try out before I decide which is best for her.

Just to "borrow" this thread
I wanted the other day to print out in a none standard size 3"x3" I think
Now lost of packages allow you to set a Pixle x Pixle but cant find anything that allows a size Does anyone kow how to do this

I tried Photoshop and Picassa
couldn't find the size settings (except by PIxle)
Will try out GIMP
