W7 - Change Design denied by policy...

I am trying to switch to one of the predefine designs for Windows 7.
Logged in on a local account, I can change it, but logged in on an ActiveDirectory account, all of the designs are greyed out.
I've been through GPEdit.msc and enabled active desktop and disabled all of the options on Desktop and User->Administrative Templates->Control Panel->Customise (literal translations from the German, sorry if they don't match 100%), but it hasn't made any difference (and I've restarted the laptop as well)...

Do you have group policy applied from a server? Can you move the user account to an OU where that policy is not applied, run, gpupdate and try again? Assuming your AD is set up to allow that. Or adjust the group policy settings to allow that user account to access these settings.

All the restrictions in the group policy seem to be turned off or not set, so I should be able to select the designs... I'm the admin, so I've been through and made sure everything is switched off, but it still doesn't work.

Ha! We still have a Windows 2002 R2 server here, so it doesn't know the Windows Vista and 7 extensions to the policy editor and editing them locally doesn't work, because they are overridden by the central policy...  Downloading the Remote Server Administration Tool for Windows 7 at the moment.

Grrr!
Finally got it sorted.
Went through every policy. The domain policy was not set, deactivated, no change... Eventually found a sub-policy which was set to deny! Changed that and it works. Downloaded some of the designs from MS, including Ducati and Ferrari, very nicely done.
