I'm guessing it was an insurance issue or such for the airline, but it just shows you, he seems to have got them to review their policy...

Reading the article it sounds more like it was a convenience issue for the airline. Their wheelchairs are designed to be more manoeuvrable on the plane.
I would have thought that provided the guys wheelchair met the Australian equivalent of the British Standard kite mark or whatever there really shouldn't be any insurance issue.

No I meant in terms of staff pushing him around in their wheelchair, taking responsibility for him etc.
