Many years ago our family went to visit relatives in Wexford and Kerry. It was not only the accent that made some of them hard to understand at first but the speed too. After a couple of weeks there I found that I was speaking much faster when I came back to England.

The Irish accent has very little - if nothing - to do with the NI accent.
The whineyness is probably because the NI accent is very nasal.

+1, and in relation to what people are saying about the Glaswegian accent, the sort of rhythm of our accent means I can usually understand them, even when they've had a few :D

Very much so.
The Irish may have a reputation for laid back living, but the populace more than makes up for that in the speed of speech.

I bet most people haven't even knowingly heard and identified a proper Ulster or Northern Irish accent.

It's for this reason I feel unable to comment.
