Question:
Do next door have a wireless baby monitor, video transmitter or such like?

Do you have the devices set to make an "infrastructure" wireless connection not an "ad hoc" connection ?
Since you have a small number of devices you might try using static addressing in the 192.168.x.x net that your router uses. You might even try assigning a different net address to all of you kit so that you are not conflicting with any neighbours (maybe there is a neighbour's network that you haven't seen because it only causes a problem sometimes and is not advertising its SSID.
If you currently use network 192.168.0.x for example, try setting your router and all hosts to use e.g 192.168.32.x, use subnet 255.255.255.0 for all devices.
