Yes but even then it only applies to EU citizens, so if we've been stupid enough to give them British passports then it's our own fault. And anyway it still doesn't apply to the current situation. I'm not going to let the EU take the fall for a situation it has nothing to do with.

The quote above says EU citizens and residents. African students studying in the UK would be covered, as they would be resident for the duration of their studies.
