I'm using Justhostme(.co.uk) - so far, so good. I've been with them since last July, and only had one downtime issue (at least, that I've noticed), which was resolved in about four hours. They tend to be pretty communicative too, almost to the point where I wish they'd STFU sometimes.

You've had a nightmare and it's unacceptable, so I don't want to appear like I'm saying you're doing anything wrong, but IME you do get what you pay for. Any important sites we do are always hosted by rackspace.
