It actually happens far too often these days for that. Apparently The Counsellor's awful, for instance http://www.imdb.com/title/tt2193215/There's no way that cast was on full-pay and I doubt they're scraping by either. I suspect the opportunity to work with Scott swung it, but even he's hit and miss these days.

If done well a low budge film can do very well, though it depends on the story.
